Moses and Aaron spoke to Pharaoh, king of Egypt, on behalf of the Israelites. Pharaoh did not want to let the people go.
God sent Moses to meet Pharaoh in the morning, by the river. Moses was to take the staff that had turned into a snake and ask Pharaoh again to let the people go and serve God in the wilderness.
God told Moses that when the river water was struck with the staff, it would turn into blood. The fish would die, the water would smell bad, and no one would be able to drink it. That was how Pharaoh would learn who God was.
Then God told Moses to tell Aaron to stretch out his staff over the waters of Egypt. The water in the rivers and ponds, and even in wooden and stone vessels, was to turn into blood.
